There are various different types of legal aid assistance and you should seek advice from a professional adviser if you think you might need legal aid. If you receive Pension Credit (Guarantee Credit) you are assumed to meet the income conditions and would be entitled to legal aid. Otherwise your income will be taken into account, so you may still get it if you are still on a low income.
